Not quite sure about the long term commitment for boarding school or college, try a summer program first. Summer camp is often a life transforming experience. Camp is meant to be different from a camp attendee’s everyday life. The very goal of camp is for each camper to have opportunities that they may not have available or easy to do at home or at school.
Many camps will also accept applications from non-USA citizens living abroad (indeed they welcome them). A summer camp option may allow your family member to qualify for a visitor’s visa but in most cases campers will need to arrange their own visa requirements before traveling to the US. Be sure and check with the US Embassy’s list of accredited summer camp programs: (http://www.cce.uri.edu/).
